City-States and Democracy
Ancient Greece was made up of independent city-states, such as Athens and Sparta. Each city-state had its own government and laws. Athens is particularly known for developing democracy, where citizens could participate in decision-making. However, not all city-states practiced democracy. Sparta, for example, was a militaristic society with an oligarchic government.
